Introduction
What is SERU?
SERU stands for Safety, Equality and Regulatory Understanding Assessment.
SERU is an assessment that London PHV drivers have to pass to satisfy licensing requirements.
What does SERU test?
- Understanding of the information in the PHV Driver’s Handbook
- Reading and Writing English language ability
You will not be tested on the:
- meaning of words in the glossary
- content of the websites linked in the handbook
Note you are expected to familiarize yourself with the words in the glossary.

What to expect?
For the SERU assessment, you will have 45 minutes to complete 37 questions.
There are 3 types of questions:
- Multiple Choice (18)
- Fill in the blank (17)
- Reading and understanding (2)
Where does the SERU test take place?
The test takes place on a computer and mouse at a TfL centre.
